Typically, discussions of economic potential occur when available <a href="Resource" title="Resource">resources</a> have not yet been tapped and fully developed or <a href="Exploitation_of_natural_resources" title="Exploitation of natural resources">exploited</a>, possibly because of missing <a href="Infrastructure" title="Infrastructure">infrastructure</a>.
</p><p>The <a href="Department_of_Defense_Dictionary_of_Military_and_Associated_Terms" title="Department of Defense Dictionary of Military and Associated Terms">Dictionary of Military and Associated Terms</a> (2005) defines economic potential as
